<p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Last week, after the European Union fined X €120 million for violating provisions of the Digital Services Act related to transparency and data access, <a href="https://www.platformer.news/r/54e01635?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">the response</a> from the Trump administration was swift. Secretary of State Marco Rubio called it "an attack on all American tech platforms." President Trump said "Europe has to be very careful." Their outrage presaged a stronger response to come. And on Tuesday, it arrived.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">In a post on X, the account of the United States trade representative criticized the EU and its member states for what it called "a continuing course of discriminatory and harassing lawsuits, taxes, fines, and directives against US service providers." It noted that "US services companies provide substantial free services to EU citizens and reliable enterprise services to EU companies," and said that US companies have invested more than $100 billion in Europe. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And while the US has given European tech companies free access to its market, US companies have been unduly punished in return, the post said. It included a threat: "If the EU and EU Member States insist on continuing to restrict, limit, and deter the competitiveness of US service providers through discriminatory means, the United States will have no choice but to begin using every tool at its disposal to counter these unreasonable measures." Those measures might include fees or unspecified restrictions. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And to really drive its point home, the post called out nine big European companies by name that might become collateral damage in a trade war: among them Spotify, Accenture, SAP, and French AI upstart Mistral.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">While the post did not mention X or any other US company by name, the timing suggested retaliation over the fine. But E.U. officials have shown less openness to changing key regulations related to social media and anticompetitive behavior that are often at the center of American complaints.</p></blockquote><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">As the <em>Times</em> notes, the trade representative's threat comes weeks after the administration released <a href="https://www.platformer.news/r/a3f1ef40?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">a national security plan</a> that sharply criticized Europe, and amid ongoing talks about trade agreements. Days ago, the US <a href="https://www.platformer.news/r/0a8d084f?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">paused a collaboration</a> with the United Kingdom over AI and nuclear energy over trade issues.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">For decades, the transatlantic alliance has involved a relationship between partners with shared values who sometimes disagree. The Trump administration views its relationship with Europe more transactionally: as a place where regulation can be leveraged to win concessions. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">For the moment, the EU is reaffirming its sovereignty. “We will continue to enforce our rules fairly, and without discrimination,” Thomas Regnier, a spokesman for the European Commission, told the <em>Times</em>. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">If Trump does follow through with plans to punish Europe, though, that resolve may be tested. And the consequences will go far beyond X and its deceptive blue checkmarks — AI governance, climate policy, and data protection may also come in for punishment by the Trump administration as well.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">It's a big "if," though. Trump is bellicose by default, and makes threats constantly. The US Trade Act requires the trade representative to conduct a formal investigation before imposing any countermeasures; so far, none has been opened. Moreover, the law was designed to manage tariffs on goods rather than services. Is Trump ... going to place a new fee on Spotify? Ban French AI? He would likely need Congress to do so. And Congress recently <a href="https://www.platformer.news/r/a8f65362?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">failed to pass</a> a "revenge tax" against countries that impose "discriminatory" regulations.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Still, sometimes threats give Trump all the leverage he needs. At least four countries have dropped plans to impose digital taxes on US tech giants after Trump threatened to retaliate with tariffs. Europe has also pulled back on <a href="https://www.platformer.news/r/045745f3?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">privacy and AI regulations</a>. And just because the US currently doesn't have an obvious way to levy fines on European tech companies doesn't mean it couldn't soon invent one.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">While Americans have occasionally suffered under European tech regulation — the continent is, after all, the reason we have to click through all those cookie pop-ups on websites — they have also benefited from its data protections, its transparency requirements, and its insistence that Apple adopt USB-C as the charging standard for the iPhone. The idea was to route users to smarter models for their more complex and sensitive questions.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">But the router ended up sending users to its more advanced reasoning models more often, increasing the company’s already high compute costs. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">It also received a lot of hate from users online, as we reported in Following a few weeks ago. People often became upset when the router moved personal queries away from the model they had initially chosen — often the fan-favorite <strong style="font-weight: 700;">4o </strong>— to OpenAI’s newest models. (This was <a href="https://www.platformer.news/r/a6720f01?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">intended</a> to protect users; 4o has well-documented safety issues.)</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">On top of everything else, a source told <em>WIRED</em> that the router decreased <strong style="font-weight: 700;">ChatGPT</strong>’s daily active users. But sources also said the router will likely return after improvements. We’ll see how people feel about it then.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">Why we’re following:</strong> It’s looking increasingly like casual users don’t need the most advanced models for many of their use cases. A few months ago <a href="https://www.platformer.news/r/ef01c684?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>we reported</u></a> that thinking models don’t necessarily perform better on leaderboards, because the tasks most users ask models to perform are fairly simple. Given the cost, OpenAI steering free users away from "thinking" models looks like a logical answer to that trend.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">This change doesn’t do much to address the original concerns of the router haters, though: 4o is only available for paid users, meaning Free users wouldn’t get routed away from it anyway. And people online were often annoyed by the model router’s efforts to increase safety, which currently seem to be built into OpenAI’s new generation of models.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">What people are saying:</strong> Users on <strong style="font-weight: 700;">Reddit</strong> and <strong style="font-weight: 700;">X</strong> expressed dislike of the router, but didn’t seem thrilled with the change either.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">“For free users, what was the point of rerouting anyway? 5.2 models is like talking to a risk officer,” one user <a href="https://www.platformer.news/r/c7f929a6?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>said</u></a> on X.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">On Reddit, users wanted routing to end on paid accounts, too. “What about paid users?
