<p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Today, let's talk about the dawn of <a href="https://www.platformer.news/r/afd3c7d6?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">a new age of social media regulation</a> Down Under — and why Australia's move to kick young teenagers off social apps is likely the start of a trend.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">On Wednesday, more than a million social media accounts held by Australians under 16 <a href="https://www.platformer.news/r/145bfa57?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">will be deactivated</a>. The initial ban includes 10 apps: Facebook, Instagram, Threads, TikTok, Twitch, Snapchat, YouTube, X, Reddit, and Kick. All will now be required to take "reasonable steps" to prevent minors from signing up, and to remove existing accounts. Platforms that fail to comply face fines of up to about $32 million.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">It's the most aggressive move any democracy has made to address the harms of social media on children. And among other things, it's a sign that tech companies have conclusively lost the argument about the safety of their platforms.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Australia's Online Safety Amendment Act came about after the wife of South Australian Premier Peter Malinauskas <a href="https://www.platformer.news/r/a82b9424?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">asked her husband to read</a> Jonathan Haidt's <em>The Anxious Generation</em>, published last year, and do something about it. The book <a href="https://www.platformer.news/r/6725b09b?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">has been criticized</a> for its lack of empirical data on the central claim that social networks are largely responsible for the mental health crisis in young people. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">But it was also a runaway bestseller that spoke to parents' mounting anxieties over what they can see with their own eyes: a generation of children that seems more distracted, depressed, and homebound than any in recent memory. As a result, the idea of restricting young teens' access to social platforms quickly gained steam in Australian Parliament. When it passed, in November 2024, <a href="https://www.platformer.news/r/b253f2f9?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">77% of Australians supported it</a>.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">To date, platforms have sought to manage rising fears about child safety through a combination of overdue policy changes — finally limiting the ability of adult strangers to message teenagers, for example — and parental controls. None has changed the average experience of using Instagram or TikTok enough for most teens or parents to notice.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">In an op-ed about the law this week, Australian Prime Minister Anthony Albanese argued that one of the law's primary virtues is that it solves a collective action problem. Plenty of kids would love to get off social apps, he writes, but fear that in doing so they will have to give up their friend groups and a feeling of belonging. By banning those apps, he writes, Australia is changing that dynamic. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">"You don’t have to worry that by stopping your child using ­social media, you’re somehow making them the odd one out," <a href="https://www.platformer.news/r/0fd7d32d?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">Albanese writes</a>. "Now, instead of trying to set a 'family rule', you can point to a national ban." </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">In doing so, Australia is setting up a fascinating natural experiment. Will banning under-16s from social apps measurably affect their well-being, as Australian regulators assume? Or have they got the diagnosis wrong? The country plans to conduct an independent evaluation of the ban's effects by academic researchers. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The answer will depend in part on how effective the ban turns out to be. Predictably, in recent days, Australian teens have been seeking out alternative social apps not covered by the law. Among the apps <a href="https://www.platformer.news/r/a89cc22e?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">seeing a surge in new users</a> are Coverstar, which bills itself as a more "positive" alternative to TikTok; photo-sharing apps Yope and Lemon8, the latter of which is owned by ByteDance; and RedNote, which last came to prominence when Americans sought it out as a refuge during the one-day shutdown of TikTok in this country.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Teens also prove reliably adept at circumventing efforts to deny them access to online spaces. Australia's eSafety commissioner, Julie Inman Grant, <a href="https://www.platformer.news/r/744e5d63?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">told the <em>Guardian</em></a> that the regulator will be monitoring any rise in VPN usage, as well as adjusting the list of banned platforms as new problem areas emerge.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Employees of banned platforms that I have spoken with have expressed frustration that some of their rivals were not included in the initial list — in particular Roblox, with <a href="https://www.platformer.news/r/b6a4eb48?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">its long list of child safety issues</a>. And it seems unlikely that Australian teens will now simply put their phones away and go hang out at the mall with their friends. (For starters, they'll still be able to watch as much YouTube as they want, albeit in a logged-out state. But you can still personalize a logged-out feed, refining it over time using browser cookies and other signals.)</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Albanese dismissed these concerns as, essentially, missing the forest for the trees. "Australia sets the legal drinking age at 18 because our society recognizes the benefits to the individual and the community of such an ­approach," he wrote. "The fact that teenagers occasionally find a way to have a drink doesn’t diminish the value of having a clear, ­national standard."</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">That is not to say that some won't suffer as a result of these apps becoming less accessible. Some teens will lose access to support communities they've found online. LGBTQ kids in unsupportive households, young people with rare medical conditions, young creators who've already built audiences and businesses — all will be harmed by this decision. A challenge to the law by two 15-year-olds who say that <a href="https://www.platformer.news/r/1536a699?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">the ban improperly infringes on their speech rights</a> deserves to be heard.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">On the other side of the ledger, though, is the growing body of evidence that social media is harmful to meaningful numbers of teenagers, and that deactivating from social networks <a href="https://www.platformer.news/r/fcd046f7?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">results in lower rates</a> of anxiety, depression, and loneliness. Much of that evidence has been unearthed by researchers at social companies like Meta and later revealed by whistleblowers and in lawsuits. Legal filings contain quotes of Meta employees comparing themselves to tobacco executives complicit in a cover-up.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And yes, you can quibble with the sample sizes, the methodology, and the motivated reasoning. (It seems clear that people feel better after deactivating from social media in part because they expect to.)</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">On balance, though, it's not at all clear that the median 13-year-old is better off spending several hours a day on Instagram, Snapchat, or TikTok. Particularly when we know how ruthless these companies are about building features to boost engagement and send children ever further down infinite rabbit holes of content.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">To the platforms' chagrin, this line of thinking is rapidly becoming the global conventional wisdom.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Two weeks ago, <a href="https://www.platformer.news/r/aa5572fa?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>Malaysia announced</u></a> it will ban social media for users under 16 starting in 2026. The country's Online Safety Act takes effect January 1, and the communications minister said the government is looking to Australia for guidance on implementation.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><a href="https://www.platformer.news/r/2570c596?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>Denmark is moving toward a ban</u></a> for users under 15, with parental consent allowed from age 13. Prime Minister Mette Frederiksen put it this way: "We have let a monster loose. Never before have so many children and young people suffered from anxiety and depression." </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Her digital affairs minister, Caroline Stage, noted that 94 percent of Danish children under 13 already have social media profiles despite existing age restrictions. "We've given the tech giants so many chances to stand up and do something about what is happening on their platforms," <a href="https://www.platformer.news/r/6079b728?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">she said</a>. "They haven't done it. So now we will take over the steering wheel."</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Elsewhere, Norway is <a href="https://www.platformer.news/r/979ed0f1?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">raising</a> its minimum age from 13 to 15. France, Spain, Italy, Denmark, and Greece are <a href="https://www.platformer.news/r/69c0b45a?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">jointly testing</a> a European age-verification app.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And two weeks ago, <a href="https://www.platformer.news/r/4bcc7bfc?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>the European Parliament voted 483 to 92</u></a> for an EU-wide minimum age of 16 for social media, video-sharing platforms, and AI companions. The measure is non-binding for now, but Commission President Ursula von der Leyen has signaled support, saying that she will be watching Australia's implementation closely.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The rapporteur on the European report was Danish MEP Christel Schaldemose. "We are finally drawing a line," <a href="https://www.platformer.news/r/70270c05?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">she said</a>. "We are saying clearly to platforms: your services are not designed for children. And the experiment ends here."</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And in the United States, several states passed bills last year making it harder for children to use social media unsupervised. Utah and Florida have banned children under 14 from opening accounts. New York's SAFE Kids Act targets algorithmic feeds specifically. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Constitutional challenges have slowed or blocked laws in Arkansas, California, Texas, Ohio, and elsewhere. But it is not at all clear that this line of defense will hold. Forcing people to verify their ages to visit certain websites was once considered a clear violation of the First Amendment, too. The proposed policies would require companies to go through an approval process explaining why domestic chips won't work for their plans before buying Nvidia's.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The H200 is one of hardware giant Nvidia’s most powerful AI chips. It’s the second Nvidia chip Trump has approved for export, after he approved sale of the less-powerful H20 this summer. Those approvals reverse a policy of restricting hardware sales to China for national security reasons.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Trump officials reportedly came to their decision after <a href="https://www.platformer.news/r/56e11d41?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>assessing</u></a> <strong style="font-weight: 700;">Huawei</strong>’s AI offerings and determining that they are already comparable with US firms’. Still, the administration plans to do an unusual <a href="https://www.platformer.news/r/862f101d?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>security inspection</u></a> on H200s before shipping them. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Nvidia CEO Jensen Huang has <a href="https://www.platformer.news/r/8744cadf?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>been arguing</u></a> that Huawei’s AI chips are catching up with American offerings since May. But some national security experts <a href="https://www.platformer.news/r/608c0011?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>disagree</u></a>. <strong style="font-weight: 700;">Tim Fist</strong>, a researcher at the Center for a New American Security, estimated that China’s total AI computing power is currently at only 2% that of the US. Former Biden officials have warned that American dominance on AI is critical for national security, and that exporting America’s more advanced chips could allow Chinese AI to catch up. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">In a separate display of market demand, the US just detained two men who were allegedly attempting to smuggle $160 million of Nvidia chips into China.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><a href="https://www.platformer.news/r/587063b8?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>In an announcement</u></a>, US Attorney Nicholas Ganjei said the chip smuggling “threatens our nation’s security by funneling cutting-edge AI technology to those who would use it against American interests.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">Why we’re following: </strong>The plan to export H200s and take a 25% cut marks a new installment in the ... unusual dealmaking that has been President Trump’s trademark during his second term — and a sharp reversal from his initial policies. Trump began <a href="https://www.platformer.news/r/6571ea62?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>restricting</u></a> hardware sales  to China during his first term as President.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The real danger here is that he was right the first time. Huang has proven a capable himself lobbyist at Mar-A-Lago. But just because China is (slowly) catching up to American AI leadership doesn't mean that supplying them with all the H200s they want won't accelerate that effort, to the detriment of US national security.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Opinions on this point vary widely even within the Trump administration.
